In 2016, the City of Brampton's GIS & Open Data team (now Location Intelligence & Data Visualization) began to take a look at the GIS Program to understand where it was and where we'd like to be, with regards to enterprise maturity. We realized, that in order to stay current and break away from a status quo of delivering static maps, and conducting simple analysis and visualization, we would need to transform our program into one that delivers Location Intelligence services as a business capability. This meant that we would need to identify our strengths, weaknesses opportunities and threats. We would also need to measure the appetite for change, across the corporation. We've brought new initiatives into our program identified through our Enterprise GIS Maturity Modelling [with Slimgim]: Awareness & Engagement, Collaboration, Data Literacy and Workforce Capability and a strong Data Management framework.

For the presenter, the first half of the story transpired while deploying Esri Enterprise products & the location platform in IT. The 2nd Half presents the clear advantage of having a GIS business capability able to transform Water/Wastewater by leveraging Esri's Web GIS pattern and field mobility for operational intelligence.

The presentation discussed current trends in GIS Maturity/Capability Modeling and the critical success factors that can be targeted by leveraging ArcGIS Online. As municipalities struggle with corporate adoption and understanding of Enterprise and Web GIS, their GIS professionals can take advantage of the opportunities that Esri’s online platform provides. Discussed were employee innovators (non-traditional 'GIS' people), their apps and ways they're helping boost capability, capacity and maturity in their units and throughout the organization.

Paul discussed current trends in GIS Maturity/Capability Modeling and the critical success factors that are common to many models. Discussed is how he uses this practice to guide Enterprise GIS activities. Paul reveals how he was able to target 'Employee Innovators' (the non-traditional 'GIS' people) to help shortcut the path to improved enterprise GIS maturity, to help spread a Geospatial message and philosophy and to help bake GIS in the business units. The move away from desktop mapping and PDF's to a modern centralized integrated system and web GIS has been excruciating for some organizations - understanding of the City's maturity was used to delimit a practical realistic pathway to a mature sustainable system.

Paul presented the efforts being made to revive GIS at the City of Greater Sudbury in order to be able to sustain Enterprise systems including Cityworks.. By hiring a full stack enterprise professional, the I.T. department was able to take strides to start modernizing & transforming the organization by moving away from traditional departmental desktop CAD, mapping & basic analysis in the Engineering & Planning Services divisions to a true enterprise GIS level of maturity; centralized data & systems & a distributed modern capabilities.
